A Quad Core processor is always a better option if you are using your mobile for more than talking. Obviously when you are buying a smartphone you would definitely have a number of apps and features in mind that you would keep running on your mobile. All applications are not written keeping utilization of multiple cores of a processor. So if the applications that you are using use only a single core of a processor, it would not be a drastic enhancement for you.

On the other hand, most of the latest apps are developed keeping mid range to high end smartphones in mind - which means - dual core to quad core. Hence multitasking and multi core definitely is the demand of time.

For 24k you are getting a 1.2 GHz quad core processor along with latest Android kitkat operating system. Some features though are overhyped and are there just for the sake of increasing the tally of features for the phone but overall Samsung Galaxy Tab 4 - 8" T3331 is a good value for money in terms of performance, appearance and features. 1.5 GHz of RAM, Android 4.2.2 kitkat OS, etc is all good.
